Kenyan Court Finds Health Minister in Contempt over Ebola Facility
The court said Duale ignored orders to stop the project as protests spread nationwide and at least 3 people were killed in unrest.
On Monday, The High Court found Health Minister Aden Duale in contempt for failing to halt construction of an Ebola quarantine facility intended for Americans at Laikipia Air Base, despite existing court orders.
The Law Society of Kenya and the Katiba Institute, a constitutional watchdog, had previously secured a court order suspending construction pending a hearing of the legal challenge against the project.
Protests against the quarantine center caused unrest that reportedly killed three people, while the United States embassy stated the site posed no risk and officials were "aware of the court action."
Regarding the unauthorized construction, the judge ordered Duale to appear on Tuesday for sentencing, while President William Ruto has publicly defended the facility as a preparedness center.
While the United States has pledged approximately $13 million toward the partnership, petitioners argue Kenya's overstretched healthcare system cannot safely manage the quarantine of foreign Ebola patients.
