Here's when the Bottle Deposit Return Scheme Will Be Launching in Wales
The scheme will add a 20p refundable deposit on drinks containers and include glass from day one, with a four-year transition period for labels and charges.
The Welsh Government appointed Exchange for Change as its Deposit Management Organisation to operate Wales' Deposit Return Scheme from October 2027. Sustainability Minister Llwr Gruffydd called the move the "next step" toward improved recycling and reuse.
Tensions over glass inclusion shaped negotiations, with the Welsh Government initially seeking 3,500 reverse vending machines while Exchange for Change proposed launching with 100. The scheme includes plastic, metal, and glass under a four-year transition period.
British Soft Drinks Association Director General Andy Bagnall warned that "delivering the scheme in Wales within such a short timeframe means there can be no further delays." He added including glass "creates significant additional operational complexity" for industry.
ACS chief executive Ed Woodall welcomed the appointment as an "important foundation" but urged the Welsh Government to provide immediate clarity on operational requirements. Retailers need sufficient time to adapt systems for successful scheme delivery.
Exchange for Change, which operates schemes in England, Scotland, and Northern Ireland, views the project as a "transformational opportunity" to tackle litter while supporting high-quality recycled materials collection. The scheme positions Wales uniquely with glass inclusion from day one.
