Burnham tells justice secretary to find way to stop release of PC Harper's killers

- Jessie Cole and Albert Bowers were sentenced to 13 years for manslaughter in 2020 and are set for release in January under the Sentencing Act, which reduced minimum prison terms for many offenders earlier this year.
- More than 880,000 people signed a petition opposing their release, while the 2019 crime involved Cole and Bowers dragging PC Harper down a road in Sulhamstead, Berkshire during a quad bike theft.
- Downing Street said on Monday it was "not possible" to exclude "one or two offenders" because manslaughter of an emergency worker is "not a standalone offence," creating legal barriers to exemption.
- The Prime Minister has tasked the Justice Secretary with presenting a plan to Parliament to keep serious offenders imprisoned, seeking to prevent prison capacity collapse while addressing Harper's killers.
