Baltimore officer faked traffic stops to avoid calls, prosecutors say

Prosecutors say the officer logged eight illegitimate stops and submitted no body-camera video during the four-month period under investigation.

  • On Monday, Baltimore State's Attorney Ivan Bates and Police Commissioner Richard Worley announced an indictment against Baltimore Police Officer Dequwan Houchins, accused of logging fake traffic stops to avoid service calls.
  • The Baltimore Police Department launched an internal investigation following a December 2025 complaint alleging Houchins had falsified traffic stop reports in the department's electronic system for approximately four months.
  • Undercover detectives observed Houchins on several occasions "sitting idle in his car" or purchasing a smoothie instead of conducting enforcement, while failing to file required body-worn camera footage for the illegitimate stops.
  • Houchins faces five counts of misconduct in office and four counts of making false entries in public records, which prosecutors say forced fellow officers "to pick up calls that would have been assigned to him."
  • If convicted, Houchins faces a maximum 12 years in prison and a $4,000 fine; the officer, who has been with the department for more than five years, is scheduled for his initial court appearance on Sept. 10.
