- Manufacturing investment has shrunk since 2024 as tariffs raised costs for imported intermediate products, and these measures have failed to materially impact the US goods trade deficit or generate the revenue Trump claimed.
- Officials also plan to impose additional tariffs on 16 countries, citing "excess manufacturing capacity and production" as justification while relying on Section 301 of the Trade Act for legal authority.
