Spain issues permit to allow autonomous vehicle testing, Uber says

The approval lets the companies start supervised testing of 20 vehicles as they prepare for commercial service by the end of 2026, officials said.

  • On Thursday, Uber Technologies, WeRide, and AVOMO received Spain's first national permit for Level 4 autonomous passenger vehicles from the Directorate General of Traffic , authorizing testing in the Madrid region.
  • Under a strategic partnership, WeRide provides autonomous driving technology, Uber manages the ride-hailing platform, and AVOMO of the Moove Cars Group oversees fleet operations across a planned 15-city global deployment by 2030.
  • The DGT permit authorizes mapping, route validation, and operational readiness testing for WeRide's GXR vehicles, with the first phase deploying 20 vehicles in high-demand areas of Greater Madrid before targeted late 2026 commercial operations.
  • "The Madrid region is a key gateway for our European expansion," said Jennifer Li, WeRide's chief financial officer, as the deployment follows recent robotaxi market entries in London and Zagreb.
  • AVOMO currently manages autonomous fleets in Austin and Atlanta, operating around 400 AVs with more than 200 specialists; these capabilities support the upcoming deployment contingent on meeting regulatory milestones by year-end.
