Two paragliders were cited for allegedly harassing wildlife near Haystack Rock in Cannon Beach, authorities said Tuesday.Cannon Beach police received reports on Aug. 7 of two paragliders operating around the popular coastal landmark and disturbing wildlife in the area. Officers identified the two pilots and forwarded a report to U.S. Fish and Wildlife Service law enforcement for review.
