Norway imposes near ban on AI in elementary school
Primary pupils will be barred from generative AI, while older students may use it under teacher supervision as Norway responds to falling test scores.
On Friday, Prime Minister Jonas Gahr Stoere announced a near ban on generative AI for elementary pupils ages 6–13, with new standards taking effect from the school year beginning in late August.
Stoere emphasized that "the most important thing in school is that our children learn to read, write and do mathematics," arguing AI risks young children skipping critical developmental steps.
Under the new standards, pupils in lower secondary school ages 14 to 16 may cautiously adopt AI tools under teacher supervision, while upper secondary students ages 17 to 19 must learn appropriate usage.
Reversing a digital-first strategy adopted around 2010, the government proposed legislation to fund more books in classrooms, pivoting away from reliance on tablets and computers.
The Norwegian government previously banned smartphones in 2024 to restore teacher authority and announced plans in April to restrict social media until age 16, reflecting broader classroom reclamation efforts.
