WEST SPRINGFIELD — In a Sept. 25 public notice, the U.S. Army Corps of Engineers said it is evaluating plans that would allow Eversource to construct a transmission line beneath two federally built levee systems. The project would pass under a levee serving Chicopee and Springfield along the Connecticut River and another serving West Springfield along the Connecticut and Westfield rivers.
