Newly Released Video Shows Arkansas State Trooper Punching Black Woman During Traffic Stop

- On August 1, Arkansas State Trooper Moisses Arellano arrested 18-year-old Alisa Hackett near Manila, Arkansas, during a traffic stop, with viral video showing him throwing her to the ground and striking her face.
- Initially planning to issue citations for speeding and alcohol possession, Arellano decided to arrest Hackett after learning of a previous stop where she had an open alcohol container.
- According to his report, Arellano "took her to the ground" and "delivered one closed-fist strike to the left side of her face" to gain compliance, later activating his Taser laser.
