Zelenskiy says North Korea prepares to deploy another 10,000 troops to Russia
Ukrainian intelligence says more than 8,000 North Korean troops are already in Russia, with another 10,000 selected for training and deployment.
- On Monday, Sept. 28, President Volodymyr Zelensky reported that Russia is escalating mobilization and preparing to deploy 10,000 additional North Korean troops against Ukraine, joining more than 8,000 already stationed there.
- Russia's mobilization follows the victory of President Vladimir Putin's United Russia party in parliamentary elections on Sept. 21. Intelligence officials warned Russia planned to recruit 300,000 personnel annually through 2027 to replace battlefield losses.
- Putin signed a decree increasing Russia's military size by 15,500, setting the total at 2,441,630 personnel, including 1,550,500 active-duty troops. This marks the fourth increase in army size since 2025.
- In exchange for troops, Zelensky said Russia provides technological assistance to North Korea, where Shahed attack drones are now being produced. Zelensky called for increased international sanctions and aid against Moscow.
- A defense pact signed June 19, 2024, between Moscow and Pyongyang underpins the deepening partnership. Longer-term plans envision a contingent of up to 50,000 troops, reflecting the spreading threat to global stability.
