Ruto Orders Crackdown on Foreigners in Small Business Sector
Ruto said the move will protect Kenyan traders and push foreign investors toward larger ventures that create jobs, not small-scale retail.
President William Ruto ordered foreigners operating small businesses in Kenya to shut down, with enforcement beginning next week. The directive, announced at State House in Nairobi, aims to protect local traders from foreign competition.
Addressing MSME traders, Ruto maintained that government economic efforts were designed to attract large-scale investors, not hawkers competing in small-scale trade. Kenya seeks genuine investment that creates employment and supports domestic production capacity.
Trade Cabinet Secretary Lee Kinyanjui will lead enforcement upon returning from Addis Ababa, Ruto said. The President stated, "All those traders and hawkers doing these small businesses should close down and if they don't do that..."
Although a Bill restricting foreign participation is before Parliament, the government will implement administrative measures immediately without waiting for passage. Ruto directed National Assembly Majority Leader Kimani Ichung to expedite the legislation.
Ruto challenged local entrepreneurs to move beyond small-scale trading into manufacturing, leveraging government initiatives to scale their enterprises. The President emphasized Kenya must strengthen domestic production capacity to support sustainable economic growth.
