NEW CUMBERLAND, W.Va.  — A Virginia man is facing charges in Hancock County after authorities say he used social media to solicit a 13-year-old girl. The Hancock County Sheriff’s Office said it began investigating Dustin McKinley Smith, 37, of Wise, Virginia, in early September.
