WATERTOWN, NY  —  City police cited Jennika D. Hamm, 24, of Huntington Street, Watertown, with failure to obey a traffic control device causing a two-vehicle accident at 8:12 a.m. Tuesday, Sept. 30, at the intersection of Michigan Avenue and Columbia Street.
