The City Waterloo is exploring the idea of using church land as a spot to add more housing. The southern Ontario city has identified 14 church properties to rezone to allow development like six‑storey apartments and stacked townhouses should the churches want to build housing. But there's been pushback from some residents, including those in the Westvale neighbourhood.
