- Mayor Zohran Mamdani faced scrutiny Wednesday over his administration's use of Signal to communicate with more than 200 social media influencers, raising questions about whether those messages are being preserved as city records.
- The Columbia Journalism Review and Tow Center for Digital Journalism reported that Emilia Rowland, the Mayor's Office director of new media and cultural communications, administers the Signal group called NYC Creators Announcements.
- Grace Rauh, executive director of Citizens Union, said Wednesday the administration must explain how influencer communications are handled, as official business must ensure records remain accessible under the Freedom of Information Law.
- Ramzi Kassem, chief counsel to Mamdani, stated there is no city policy against using Signal, provided employees comply with record-retention policies and the state Freedom of Information Law.
- City Hall has not answered follow-up questions about whether the NYC Creators Announcements group operates on city-issued devices or if disappearing messages are enabled, leaving unresolved transparency questions under the City Charter.
