VALLEY CITY, N.D. (NewsDakota.com) – It’s back to the drawing board after bids for the Permanent Flood Protection Phase IV project came in at about $2.5 million dollars more than the estimated bid of $21 million. The lowest bid was $23.5 million. KLJ project manager and co-city engineer Chad Petersen provided the city commission with this update during their regular board meeting on August 4th.
