- Known as Conditions of Entry , the Coast Guard introduced these measures in June 2014, citing deficiencies in Nigeria's legal framework, oversight procedures, and cargo handling as justification for enhanced scrutiny.
- Four assessments by the Coast Guard between March 2024 and April 2026 confirmed improvements in maritime security, prompting Oyetola to cite improved compliance with the International Ship and Port Facility Security Code.
- Industry participants had long argued the restrictions increased insurance costs and freight rates, so removing them will improve vessel turnaround times and enhance schedule reliability at Nigerian ports.
