Ukraine will hit Russian refineries in response to Moscow's 'new doctrine' of airstrikes
Zelenskiy said the attacks would answer Moscow’s broader airstrikes, while Ukraine claims it has recaptured about 140 sq km in Donbas.
On Saturday, President Volodymyr Zelenskiy announced Ukraine will intensify attacks on Russian oil refineries, citing intelligence showing Vladimir Putin authorized a 'new doctrine' targeting civilian infrastructure to pressure residents to leave cities.
Driving this policy shift, Zelenskiy said, was Putin's goal to appear strong amid rising military casualties, though the Russian Foreign Ministry claimed its strikes are retaliatory actions for recent Ukrainian attacks.
"We have to respond on their energy," Zelenskiy said, noting refinery strikes target war funding, though President Donald Trump urged Ukraine last month to refrain from oil hits to avoid surging diesel prices.
Ukraine recently deployed its domestic FP-7 ballistic missile with around 250 km range and expects the longer-range FP-9 this autumn, while the "Vivaldi" counteroffensive in the Donbas has recaptured around 140 sq km.
To sustain operations, Kyiv secured funding for drone orders through 2027 and plans to plug a $27 billion defense budget shortfall using a €90 billion European Union loan alongside bilateral assistance.
