UK government rejects 'kill switch' idea for dangerous AI
The Cabinet Office said blocking access in the UK would not stop models being developed or misused elsewhere, after peers raised rogue AI fears.
- On Friday, the UK Cabinet Office rejected a proposed "kill switch" amendment to the Cyber Security and Resilience Bill, stating the state "cannot simply turn AI off" during emergencies.
- Liberal Democrat Lord Clement-Jones introduced the amendment earlier this month, arguing the state currently "lack clear statutory power to direct an emergency shutdown" for rogue AI models.
- Anthropic researcher Evan Hubinger estimated a greater than 10% chance AI could "kill all humans" within the decade, intensifying pressure for emergency safeguards.
- Blocking access to models in the UK "would not prevent them being developed or misused elsewhere," a government spokesperson told BBC News, favoring long-term science-led approaches instead.
- The Cabinet Office will prioritize the AI Security Institute to prepare for emerging threats, while expert Daniel Kokotajilo urged international diplomacy over unilateral kill switches, calling them "better than nothing.
