UK Jails Two for Spying for Hong Kong Intelligence
The pair were convicted after a two-month trial for targeting pro-democracy activists and using official databases to gather intelligence, prosecutors said.
- On Thursday, a London court jailed former Hong Kong police officer Chung Biu "Bill" Yuen and former UK Border Force worker Chi Leung "Peter" Wai for spying, convicting them under the National Security Act.
- Yuen, an office manager at the Hong Kong Economic Trade Office in London, acted as handler for Wai, who conducted "shadow policing" operations targeting pro-democracy dissidents living in Britain on behalf of Hong Kong and China.
- Wai misused his Border Force position to access Home Office databases, gathering intelligence on targets including campaigner Nathan Law, while the defendants attempted to snatch a fraud suspect from her Pontefract home using deception and force.
- Mrs Justice Bobbie Cheema-Grubb sentenced Wai to 10 years in prison and Yuen to eight years, describing their actions as "deliberate, concerted, and serious." Commander Helen Flanagan called the activity "truly chilling."
- These convictions are believed to be the first under the 2023 National Security Act for spying for China in Britain. The Chinese embassy dismissed the case as "nothing but a political move of abusing the law," while the judge warned of persistent foreign interference.
