MONTPELIER—The Vermont State Youth Council was established by law in May 2022 to advise the governor and legislature on policies of importance to young people. Council members are high school students who represent all 14 Vermont counties and the 2025 chair is Aidan Otterman, 17, of West Topsham. A junior at Thetford Academy, he has been active in school groups and student council since he was a freshman.
