- The manifesto pledges administrative reorganisation with seven new districts and expanded Urban Local Bodies, plus world-class logistics, ports, and a Global Trade Centre to boost Bengal's economy.
- Under social guarantees, TMC promises annual Duare Chikitsa health camps in every block and town, pucca houses, piped drinking water for every family, and uninterrupted old-age pension support expanding to all eligible seniors.
