Ukraine risks losing $29.5 billion in international financing if it fails to meet agreed reform commitments by October 15, Prime Minister Serhiy Koretsky warned yesterday.
The government has adopted 17 of 42 resolutions required to unlock international financing, leaving the Verkhovna Rada 25 measures to pass before the deadline.
Ukraine faces a $27 billion defense budget shortfall; the government plans to cover about $7 billion through austerity while seeking the remaining $20 billion from Western partners.
Koretsky proposed an extraordinary parliamentary session on October 12 to finalize legislation, stating, "We must do it as quickly as possible," as delays carry steep costs.
Total war costs for 2026 will reach $155 billion, with Koretsky linking international funding to Ukraine's capacity to conduct active combat operations in the first quarter of 2027.
