Tesla Full Self-Driving Gets Huge Breakthrough on European Expansion
Tesla completed final FSD testing with Dutch regulator RDW, submitting documentation after 1.6 million km of testing; approval delayed to April 10 with possible EU-wide approval in summer.
- Tesla Europe announced today that it has completed final vehicle testing and submitted paperwork to RDW, with approval now expected on April 10, delayed from the March 20 target Musk promoted.
- Regulatory complexity from UN R-171 and EU member-state approval process; RDW clarified it set a demonstration schedule and corrected Musk's March approval claim, not a commitment to approve.
- Data show extensive EU testing and U.S. regulator scrutiny escalation: Tesla reported over 1.6 million kilometers, more than 13,000 ride-alongs, over 4,500 track scenarios, and documentation covering over 400 requirements; NHTSA upgraded the probe to an Engineering Analysis yesterday.
- Tesla anticipates possible EU-wide approval during the summer if the Netherlands' national approval is granted, enabling recognition across EU member states under mutual recognition rules.
- Even if approved, FSD may not restore Tesla's growth in Europe, as 1.1 million FSD users and a take rate around 12% suggest limited market penetration.
