Syria and Russia reach deal on future of Tartous and Hmeimim bases after 18 months of talks
The 18-month deal shifts civilian facilities to Syrian control and repurposes military sites as joint training centers, the foreign ministry said.
- On Sunday, Syria and Russia signed a memorandum of understanding to settle the future of Russian military bases at Tartous and Hmeimim, concluding 18 months of intensive negotiations, the Syrian foreign ministry said.
- Negotiations regarding these military footholds began in December 2024 after former President Bashar al-Assad was ousted, as Moscow sought to preserve its principal strategic presence in the Mediterranean and Middle East.
- The Syrian state will assume management of civilian facilities, including Hmeimim airport and the commercial berth at Tartous port, allowing their gradual integration into civilian administration.
- Separately, the General Authority for Ports and Customs will manage commercial sites at Tartous port, including the Pier and associated warehouses previously operated by Russia.
- Military facilities will be repurposed as joint training and qualification centres within three months, under new arrangements designed to preserve the mutual interests of both sides.
