- Executive branch agencies must designate a Unified Readiness Coordinator and update emergency-related plans by Dec. 31, with the secretary of public safety and homeland security overseeing implementation.
- The framework seeks to ensure Virginia is "fully equipped to anticipate, respond to, and recover from any threat" by incorporating existing plans while bolstering digital security and healthcare readiness.
