Cumbria's Population Increased as UK Growth Hits Slowest Rate Since 1998
Net migration fell to 222,900 and births hit a four-decade low, leaving annual population growth at 0.33%, the ONS said.
The Office for National Statistics reported UK population growth slowed to 0.33% in the year to mid-2025, reaching 69.5 million people, the lowest annual rate since 1998 excluding the 2020 pandemic.
This slowdown follows a steep decline in net migration, which fell to 222,900 from 651,700 the previous year, alongside tighter employment rules introduced by the Conservative government and continued by Labour.
Natural change—the gap between births and deaths—contributed only 4,900 to population growth, while ONS analysis of 361 councils showed 257 areas recording growth and 104 experiencing a fall.
Regional trends diverged sharply: Wales saw its first population decline in a decade at 0.09%, England recorded a 0.39% increase, while Scotland and Northern Ireland experienced almost no annual growth.
Projections published earlier this year by the ONS suggest deaths could outnumber births annually from 2026, with overall UK population growth expected to halt by the mid-2050s.
