VICCO, Ky. — A Perry County man has been charged with murder in connection with a fatal side-by-side crash last month.  Noah Back, 26, of Vicco, was arrested on a charge of murder Saturday, according to Sheriff Joe Engle.  “After conferring with Commonwealth Attorney John Hansen, we have established that probable cause exists that the actions Noah Back took on Feb. 28, exhibited extreme indifference to human life which resulted in the death of 16
