- The state received only 748 mm of rainfall from June 1 to September 15, a 19% decrease compared to average, with at least 31 of 36 districts experiencing severe shortages; Marathwada and Vidarbha face deficits of 69% and 61%.
- Pawar's proposal includes ₹25,000 in assistance for agricultural labourer families and waiving educational fees for drought-affected students, alongside a one-rupee crop insurance scheme and special work programs through the Employment Guarantee Scheme.
- To operationalize relief, Pawar recommended establishing control rooms to monitor livestock and fodder daily, urged the Energy Department to repair faulty transformers, and empowered District Collectors to use "Negative Debit" for emergency treasury funds.
- Emphasizing the dire situation affecting rural communities, Pawar urged the government to implement these measures immediately without waiting for formal announcements, warning that delays risk further hardship for farmers and agricultural labourers.
