The SEC proposed amending Rule 3a12-8 to include the European Union’s debt obligations among the securities exempted in certain future activities. The change, which still has to go through a 60-day public comment period, would give the CFTC exclusive jurisdiction over contracts linked to that debt, without exempting direct sales of securities.
