Russia regularly uses wanted notices against its citizens who have fled abroad and are critical of the Russian leadership. Leaked materials provided to the BBC by a whistleblower clearly show how widespread the practice is against political opponents, businessmen and journalists. People on the so-called red circular have major problems. For example, they cannot open an account or withdraw money from it.
