December 12, 2025 10:00 a.m. Roseburg Police jailed a man on trespass, theft and warrant charges on Thursday. An RPD report said at 12:00 p.m. officers saw 45-year-old Josh Phegley walking in the 1400 block of Northeast Stephens Street and knew him to be a suspect from a previous theft incident.
