In Deep-Red Idaho, Even Republicans Break with Trump on Farm Labor
A survey of 1,000 adults found 85% support a legal work pathway for long-term dairy workers as labor shortages hit Idaho farms.
The 11th annual Idaho Public Policy Survey, which polled 1,000 adults in the fall of 2025, found 85% of respondents support a pathway to legal working status for long-term dairy workers and their families.
Ninety percent of Idaho dairy workers are foreign born, and agribusiness accounts for 20% of Idaho's annual GDP, according to the Idaho State Department of Agriculture.
Results cut across party lines, with 79% of Republicans, 88% of independents, and 95% of Democrats in favor, showing public opinion in Idaho is more nuanced than the national divide suggests.
More than half, 53%, said increased ICE presence would harm the economy, while only 35% of Republicans responded that ICE presence would help, reflecting divergent views on enforcement.
Amid heated national rhetoric, Idaho's public sentiment appears to diverge from federal policy as farms face labor shortages, with the agricultural workforce declining 7% between March and July 2025.
