The amendment to the Local Elections Act deprived foreigners from so-called third countries of the right to vote in local elections, which they had had since 2002. In the 2022 local elections, however, their votes represented less than one percent of all ballots cast.
On Sunday, a consultative referendum will decide, among other things, whether third-country nationals with permanent residence in Slovenia should also have the right to vote in local elections. The controversial referendum comes after a controversial change to the law, and citizens' decision-making is taking place in light of two initiatives for the assessment of constitutionality by the Constitutional Court.
