Redistricting moved 1 in 10 Americans into a new House district, report finds

A new report by Protect Democracy found that 34.8 million people—about one in 10 Americans—now live in a different House district than during the 2024 election cycle.

After conflicting lower court rulings, the Supreme Court last week blocked new Missouri districts backed by Trump, forcing the state to revert to previous maps. Mid-decade redistricting created voter confusion about which candidates appear on November ballots.
"If this trend continues, it really brings into question whether or not elected officials are really representing their constituents," said Ben Raderstorf, a policy advocate at Protect Democracy. The tactics insulate incumbents from public opinion.
Nine states already utilize nonpartisan commissions, though those provisions have limits. The report calls for new electoral structures like proportional representation to break the cycle of partisan redistricting.
