Quebec tables bill that would ban gang colours, creates public sex offender registry
Bill 13 targets gang intimidation by banning public gang symbols and establishes a sex offender registry with up to 100 entries, aiming to enhance public safety.
- On Wednesday, Quebec Public Security Minister Ian Lafreniére tabled Bill 13 in the National Assembly, which the government says will bolster public security and target organized crime groups.
- Premier François Legault promised these measures in September, and officials say they aim to limit glorification, intimidation, exploitation, and recruitment by organized crime groups.
- The bill's 'anti-patch' measure would ban public gang symbols listed by the Quebec Criminal Intelligence Service, with fines up to $15,000 and bans on items like Hells Angels jackets, the government says.
- The bill would ban dangerous objects at rallies, require protests at least 50 metres from Members of the National Assembly and local elected officials, and expand police forces' search and information-sharing powers.
- The bill would create a public registry of sex offenders with a five-expert review committee, publishing names, photos, and residence for up to three years at an estimated $1.3 million annually, to avoid vigilantism, Lafreniére said.
