A bill backed by Russian President Vladimir Putin provides for allowing the armed forces to release Russians detained abroad if they are believed to have been convicted illegally.
The Kremlin rejects the legitimacy of foreign courts. Among other things, the International Criminal Court, which issued an arrest warrant against President Putin, does not recognise Moscow. To "protect" Russian citizens from the judiciary, the military should now receive new powers.
