- Congress originally advanced the legislation as a tax measure introduced by Democratic Rep. Jimmy Panetta of California in 2025, but the Senate later amended it to include the sanctions package before the House passed it 262-159 last Wednesday.
- Provisions include primary and secondary sanctions against Russian officials and financial institutions, a five-year extension of the Iran Sanctions Act, and prohibitions on new United States investments in Russia and trading of Russian government-affiliated securities.
- President Trump may now impose 100% tariffs on major purchasers of Russian oil and gas, including China and India, while the law retains a tax provision expanding educator expense deductions for early childhood educators after Dec. 31, 2025.
- Though passing with bipartisan support, the tariff authority drew criticism from some Democratic leaders, while Britt emphasized the legislation's role as part of Graham's legacy, stating, "We would not be here today if it weren't for his tireless work.
