Port Severn Man Fined $19K for Placing Structures on Water Unlawfully
Conservation officers said four structures were moved among six locations for up to 99 days before the court ordered their removal.
Port Severn resident Joseph Nimens was fined $19,000 and ordered by the court to remove four floating accommodations he unlawfully placed on Georgian Bay.
The Ministry of Natural Resources investigation found the structures were placed on public land covered by water between May 28, 2024, and February 21, 2025, violating the Public Lands Act.
Nimens owned the units through 2834277 Ontario Inc., operating under the slogan "Live on the Bay." He occasionally moved the structures, which occupied six different locations for periods ranging from 20 to 99 days.
Justice of the Peace Cheryl B. McLean presided over the Bracebridge trial on February 25 and April 8, 2026, with sentencing issued on September 2.
During the winter months, the floating accommodations froze in place on the water, complicating removal efforts while the structures remained on public land, the Ministry stated.
