- These audits target partnerships with 130 international organizations identified under Section 1286 of the National Defense Authorization Act, including entities from China, Russia, and Iran deemed to pose national security risks.
- Institutions must also evaluate ties to organizations associated with rebranded Confucius Institutes, which historically provided at least $100,000 in support before a 2023 government watchdog report prompted widespread closures.
- "The Department of War has zero tolerance for academic partnerships that compromise our national security," said Emil Michael, the Pentagon's top research and engineering chief, regarding new fiscal 2026 restrictions on "fundamental research."
- Though the Trump administration's 2026 National Defense Authorization Act downgraded China to the second-ranking threat, the Pentagon continues scrutinizing how American research might improve China's military capabilities.
