Pennsylvania still on the fence about federal school choice tax credits
Pennsylvania has not yet decided to participate in the new Federal Scholarship Tax Credit program for public school students starting next year.
The Federal Scholarship Tax Credit program, also called the Education Freedom Tax Credit, was created by Congress in 2025 as part of the One Big Beautiful Bill.
The program offers up to a $1,700 federal tax credit for donations to Scholarship Granting Organizations that fund scholarships for education services at private or public schools.
State officials, including some senators, support Pennsylvania joining the program, but the governor's office is waiting for federal guidance on eligibility and program details before deciding.
