Thames Valley Police Leaders Write to Government as Pressure Grows over Potential Early Release of Andrew Harper Killers
The pair’s eligibility has renewed criticism from Harper’s family and police, with more than 230,000 people signing a petition against the policy.
Jessie Cole and Albert Bowers remain eligible for early release this January, halfway through their 13-year manslaughter sentences for PC Andrew Harper's 2019 death.
Prime Minister Andy Burnham's administration stated it is "not possible" to exempt "one or two offenders" from the scheme, citing legal complexities within the wider manslaughter category.
More than 880,000 people signed a petition demanding the killers remain jailed, while PC Andrew Harper's mother, Debbie Adlam, said the family was "bitterly disappointed" after visiting the scene on Thursday.
The Thames Valley Police Federation and Chief Constable are considering legal action, while Downing Street said the Prime Minister is prepared to "explore every option" to block the release.
Last Monday, 86,495 people were locked up in England and Wales at roughly 97% capacity; the government expects 5,000 early releases to mitigate this crisis under the scheme.
