Maine Gov. Janet Mills suspended her U.S. Senate campaign Thursday, citing a lack of money, and in doing so handed the Democratic nomination to a 41-year-old oyster farmer whose most notable public controversy involves a tattoo resembling a Nazi SS emblem.
