Man Acquitted of Decades-Old Murders Settles Lawsuit with Montreal and Quebec
The confidential deal ends Paquin’s $64 million claim after he spent 18 years in prison and more than 23 years on parole.
On Friday, Claude Paquin settled his civil lawsuit against Montreal and Quebec regarding his wrongful conviction, with the settlement amount undisclosed and parties declining further comment.
Paquin spent 18 years in detention and more than 23 years on parole after conviction for the 1978 murders of Ronald Bourgouin and Sylvie Revah, regaining freedom in 2024.
His lawsuit alleged key informant Bernard Provençal perjured himself to implicate Paquin in a police conspiracy, while lawyers argued justice officials knew of the false evidence for decades.
The lawsuit stated "For 40 years, he endured imprisonment, violence, and humiliation," describing a "Dantean judicial process" that cost Paquin his identity; the plaintiff was 81 years old when acquitted.
In 2024, federal justice officials admitted a miscarriage of justice occurred due to new information not submitted at trial, and Paquin's lawyers argued this represents the longest unjustified deprivation of liberty documented in Quebec.
