Chancellor of Justice Ülle Madise said in an interview with Kuku Radio that the sentence in the letter she sent, "if a sufficient majority of members of the Riigikogu find that I should continue serving the country as president, I agree to run" meant that she would agree to run if her candidacy received enough votes to be nominated, i.e. the signatures of at least 21 members of the Riigikogu.
