Labor unions back McCormick’s plan to reform federal permitting
The bill targets four permitting chokepoints and has support from unions, energy companies and manufacturers, McCormick said.
On Thursday, Sen. Dave McCormick announced the Unlock American Energy and Jobs Act of 2026, targeting four key chokepoints that slow infrastructure projects and drive up costs.
Federal permitting delays currently hold up more than $1 trillion in projects, representing $2.4 trillion in unrealized economic activity, according to McCormick's office.
Jim Snell, Steamfitters Local 420 business manager, said "too many projects are stuck in permitting delays," and Ryan Boyer, president of Laborers District Council of Philadelphia, called it "commonsense legislation."
The legislation establishes clear timelines and modernizes approval processes, addressing water permitting, LNG export deregulation, nuclear licensing, and litigation reform under the National Environmental Policy Act .
Nearly 66 percent of manufacturers say they would invest more if permitting processes were faster, while nearly 51 percent cite uncertainty as a barrier to expansion, signaling strong market demand for reform.
