First Arrest Announced in Federal Election Fraud Crackdown in California
A lawful permanent resident is federally charged for allegedly claiming U.S. citizenship on a voter registration application.
- On Friday, Homeland Security agents arrested Darwin Jonathan Rivera Flores, a 30-year-old Honduran national living in Winnetka, on federal charges of illegally registering to vote and falsely claiming U.S. citizenship.
- Authorities discovered a November 4, 2025, voter registration application where Rivera checked 'no' to outside help and affirmed 'I am a U.S. citizen,' despite official records confirming he is a lawful permanent resident.
- Prior to the arrest, Rivera pleaded guilty to a misdemeanor for disrupting immigration operations in Camarillo, and prosecutors say he sent a federal agent threatening messages, including 'Your not the good guy... I can't wait until the midterms.'
- First Assistant United States Attorney Bill Essayli said, 'Today's arrest is the first of many to come,' while urging California to audit voter rolls to ensure only American citizens participate in elections.
- Assistant Attorney General Harmeet K. Dhillon of the Justice Department noted that noncitizens who 'commit fraud so they can vote in American elections' violate federal law, with Rivera facing up to five years in prison per charge if convicted.
