Key Bridge Rebuild Enters New Contracting Phase
The agreement sets a 50-50 split on recoveries above $50 million and lets Maryland seek damages from HD Hyundai Heavy Industries.
Maryland's $2.25 billion settlement with the Dali's owner, Grace Ocean, and operator, Synergy Marine, allows the companies to recoup a portion of their payment through a 50-50 split of future recovered damages.
The deal coincided with federal prosecutors announcing criminal charges against Synergy Marine Group, Synergy Maritime, and an employee, alleging the operators concealed safety problems that led to the 2024 Francis Scott Key Bridge collapse.
Maryland retains the first $50 million of any recovered funds, after which it splits proceeds 50-50 with the vessel companies; the state remains solely responsible for legal costs incurred while pursuing HD Hyundai Heavy Industries.
Although Maryland intends to sue Hyundai Heavy Industries, a spokesperson confirmed the state has not yet filed a suit, as Key Bridge replacement costs have climbed to $5.2 billion.
Construction continues as Maryland proceeds with new contracting; the full replacement, which faces increased scrutiny from Washington, is expected to cost between $4.3 billion and $5.2 billion and open in 2030.
