More than 50 years after the law was enacted, it turns out that the assumption that governments will investigate their own failures is an illusion. The consistent refusal of various governments to establish investigative committees requires the transfer of authority to the Knesset, through a secret ballot. If such a vote had taken place days after October 7, we would already be past the conclusions.
